中国脱贫攻坚调研报告：秦巴山区篇（Research Reports on the Elimination of Poverty in China—Qinba Mountain Area， Shaanxi Province）

　　The eradication of poverty， the improvement of people's lives and the gradual realization of common prosperity are the essential requirement of socialism and the important mission of the CPC. Since the 18th CPC National Congress， China has mobilized the forces of the whole Party， whole country and whole society to launch a national campaign against absolute poverty in order to ensure that all poverty-stricken areas and people enter into a moderately prosperous society in all respects by 2020. As one of the main battlefields for poverty alleviation in China for a new era， the Qinling-Bashan contiguous areas with acute difficulties （hereinafter referred to as "Qinling-Bashan mountainous regions"） have actively explored the effective paths to poverty alleviation by carrying forward and developing the Marxist anti-poverty thought and implementing the basic strategies of targeted poverty reduction and alleviation， thereby making their due efforts and contributions to the gradual and quality-oriented poverty alleviation. During the process of poverty alleviation in Qinling-Bashan mountainous regions， characteristic industries are developed according to local conditions and have effectively increased local income people's. Targeted relocation， precise implementation and refined management are adopted to ensure that the relocated people， gain stable resettlement， get employed and become rich step by step and solve the difficulty that local lard is too poor for people to live on it. Poverty alleviation， ambition enhancement and intellectual support are combined to fully mobilize the enthusiasm of poverty-stricken areas and people， effectively stimulate the endogenous impetus for poverty alleviation and block the inter-generational transmission of poverty， thus ensuring the high-quality poverty alleviation of poor people in poverty-stricken areas. Guided by the conviction that "lucid waters and lush mountains are invaluable assets"， Qinling-Bashan mountainous regions have made full use of local ecological resources， exploited ecological advantages， promoted the sustainable development of local economy through ecological conservation and management and explored the road of poverty alleviation through ecological conservation with local characteristics. Meanwhile， the party， government and military organs， enterprises and public institutions have carried out the designated poverty alleviation campaign， which is part of poverty alleviation movement with Chinese characteristics. With the assistance of the Chinese Academy of Social Sciences， Danfeng County in Shaanxi Province actively explored the effective paths to poverty alleviation in extremely impoverished areas and contributed "Danfeng Experience" for winning the battle against poverty with high quality as scheduled. The practice and result of poverty alleviation in Qinling-Bashan mountainous regions represents a miniature of China's efforts to get rid of absolute poverty. China's experience in poverty alleviation for a new era reflects the development trend of the new era and is thus advanced. Its characteristics and mechanisms are worthy of promotion. After bidding farewell to absolute poverty， China will commit itself to solving the problem of relative poverty and implementing the strategy of rural vitalization so as to ensure the achievements of poverty alleviation can undergo the test of history and the people.
