On June 15， 2001， the heads of state from China， Russia， Kazakhstan，Kyrgyzstan， Tajikistan， and Uzbekistan gathered in Shanghai and jointly signed the Declaration on the Establishment of the Shanghai Cooperation Organization （hereinafter referred to as the SCO or the Organization）， marking the birth of a new type of intemational organization in Eurasia. It was a landmark event in the history of international relations in the 21st century， ushering in a new era of inter-state relations and regional cooperation， and opening a new chapter in regional and global govemance. From 2001 to 2021， the SCO， going through 20 years of ups and downs， has grown into an international organization with significant influence in regional and global affairs. Facts have proven that the strategic decision made by the leaders of the six founding member states on the establishment of the SCO in 2001 was far-sighted and correct， answering the call for the overwhelming need of its member states for regional development in their own interest. It was designed to contribute to the development of multifaceted cooperation in the maintenance and strengthening of peace， security and stability in the region and promotion of a new democratic， fair and rational political and economic intemational order.The SCO sets an example for a new type of intemational relations based on mutual respect， fairness and justice for win win cooperation. It has by now accumulated valuable experience for building a community with a shared future for the mankind.
