　　减少和消除贫困，是人类发展的共同目标，也是一个世界性难题。改革开放以来，中国的扶贫开发，跨越了40多年的历程，其间克服了无数的困难，取得了举世公认的巨大成就，数亿农民摆脱了贫困，过上了小康生活。中国的扶贫开发，是中国道路、中国经验和中国发展模式的重要组成部分，是人类社会扶贫的一个成功样板。中国扶贫开发，现在仍处于攀登新高峰的关键阶段，中国政府在“十三五”规划中庄严承诺，将在2020年消除现行标准下的贫困人口，在2016—2020年5年中，年均减少贫困1千多万人。本报告试图系统回顾中国扶贫开发的历程，总结过去数十年中国扶贫开发的做法和经验，考察中国精准扶贫的实践模式，讨论和分析中国减贫的成效及其对世界减贫事业的贡献。

作者简介

　　吴国宝，博士，中国社会科学院农村发展研究所研究员，中国社会科学院贫困问题研究中心主任，主要研究领域是扶贫、小额信贷、农村发展和农民福祉。
