中国脱贫攻坚调研报告：临沧篇（Research Reports on the Elimination of Poverty in China—Lincang City， Yunnan Province）

　　Lincang is one of the least developed regions in Yunnan Province，with 97.5%of the 24，000 square kilometers being moun-tainous land area with a population of more than 2.6 million.Lincang is characterized by its biodiversity，three-dimensional climate，high mountains and deep valleys，crisscrossing rivers，inconvenient transpor-tation，mixed ethnic groups and low quality of workers.In such ethnic poverty-stricken areas，it is difficult for all the people to get rid of poverty and become rich continuously.Based on its regional characteristics，Lincang selects industries according to local conditions，continuously optimizes industrial layout，and persistently emphasizes the industrial development.Since the 1960s，the sugarcane industry has been laid out.In nearly 30 years，600，000 sugarcane farmers have been steadily lifted out of poverty.Since 1990，the tea industry has been optimally laid out at high，middle and low altitudes，benefiting 1.4 million agricultural population.In 2005，Lincang was engaged in the large-scale development of walnut industry，involving a population of 1 million，and 320，000 farmers in high-altitude mountainous areas were lifted out of poverty.Lincang nuts were promoted and planted as ecological restoration trees in 2002，which then began to be comprehensively advanced in 2012，driving more than 60，000 filed poverty-stricken households totaling 240，000 people out of poverty.By 2020，all the impoverished people in Lincang will be lifted out of poverty as expected，and they will have embarked on a road of sustained，stable and long-term poverty alleviation relying on industrial development.The optimized layout and coordinated development of industries in Lincang makes its ecological environment continuously restored，the income of the local people continuously increased，and the comprehensive skills of farmers continuously improved.Taking the development of Lincang nut industry as an example，this study，through field investigation，collects a large number of real cases，and combines with relevant data of industrial development to fully display the whole process of industry selection，trial planting promotion，planning and layout，demonstration and guidance，enterprise guidance and scientific and technological support of Lincang nuts.The successful experience of Lincang's industrial development tells us that we should choose industries according to local conditions，grasp the overall planning of industries，guide the masses to develop industries，organize and cooperate to expand industries，and strengthen industries relying on science and technology.Lucid waters and lush mountains are invaluable assets，which is undoubtedly Lincang's successful experience in the final analysis.
